การ shut sown รัฐสภาสหรัฐฯนี้เป็นเพียงเจ้าหน้าที่ของรัฐบาลกลางที่ถูกกฎหมายบังคับให้หยุด ในขณะที่รัฐบาลของมลรัฐต่างๆก็ยังทำการอยู่เหมือนเดิม สิ่งที่สร้างความโกลาหลจนถึงขั้นสร้างความบันลือโลกนี้คือการตกลงกันไม่ได้ในงบประมาณระหว่าง U.S. House of representatives(สภาล่างหรือสภาผู้แทนราษฎร)ของพรรครีพับริคัลกับ United Stated Senate(สภาสูงหรือวุฒิสภา)ของพรรคเดโมแครตที่คุมเสียงข้างมาก ความไม่ลงรอยกันนี้มีแต่ทวีความระหองระแหงท้าทายอำนาจซึ่งกันและกันอยู่เรื่อยๆ แต่ถึงกระไรเลยบุคคลที่ดูเหมือนว่าจะลอยตัวคือประธานาธิบดีโอบามาเพราะเรื่องนี้เกิดกับสมาชิกรัฐสภาทำให้เขาขายหน้ามากนัก กรณีการไม่ลงตัวของงบประมาณฯนั้นหากเป็นประเทศไทยจะให้ใช้กฏหมายงบประมาณปีที่แล้วแต่ที่สหรัฐอเมริกาคือในระหว่างที่ปิดทำการนี้ไม่สามารถเบิกได้แม้แต่เหรียญเดียว ผู้ที่เดือดร้อนที่สุดคือช้าราชการที่โดนสั่งพักงาน นอกจากจะไม่ได้เงินเดือนแล้วเงินเบี้ยตกใจก็ไม่ได้สักเหรียญเลยเช่นกัน ในขณะที่ผู้ที่ได้รับเงินคือผู้ที่ทำงานในรัฐสภา
ย้อนไปเมื่อ 17 ปีที่แล้วสมัยอดีตประธานาธิบดีของสหรัฐอเมริกา บิล คลินตัน เคยเกิดเหตุการณ์ shut down นี้มาแล้วนาน 28 วัน เจ้าหน้าที่ทำเนียบขาวทั้งหมดต้องหยุดงานกันอย่างน่าสะพรึงโดยห้ามกดโทรศัพท์เพื่อการติดต่องานฯ ห้ามเช็คจดหมายใดๆที่เกี่ยวเนื่องกับงานฯ แต่อนุโลมให้เป็นสิทธิ์ของอาสาสมัครถึงมาทำงานแทนชั่วคราว(White House intern)ได้ หนึ่งในอาสาสมัครนั้นคือ “Monica Samille Lewinsky (มอนิกา ลีวินกี้)” สาววัย 22 สร้างปรากฏการณ์ซิกการ์บันลือโลก Cigar Aficionado ชาวอเมริกันกล่าวกันเป็นที่ขบขันกันยกใหญ่ อาจเป็นเพราะว่าผู้อารักขาประธานาธิบดีคลินตันหยุดงานในช่วงจังหวะนี้พอดี จึงมีกรณีงัดซิกการ์ให้ลีวินกี้ร่วมเสพย์สมในห้องทำงาน Oval office ปีกตะวันตกของทำเนียบขาว ช่วงเวลาระหว่างวันที่ 15 พฤศจิกายน ค.ศ.1995 จนถึง 7 เมษายน ค.ศ.1996 ซึ่งถือว่าเส้นทางชีวิตการเมืองของคลินตัน แทบจะล่มสลายไปในพริบตา
ลีวินกี้จบการศึกษาสาขาจิตวิทยาจากวิทยาลัยลูวิสแอนด์คลาร์กในรัฐออริกอน เธอย้ายมาอยู่กรุงวอชิงตันดีซีในฐานะนักศึกษาฝึกงานของทำเนียบขาว เกิดเมื่อ 23 กรกฎาคม ค.ศ.1973 ในเมืองซานฟรานซิสโก หลังจากที่ปฏิเสธเสียงแข็งมาตลอด แต่ท้ายสุดประธานาธิบดีคลินตันก็ออกมายอมรับผลของการสอบสวนเพราะจำนนต่อหลักฐานกระทั่งเป็นสาเหตุหนึ่งที่ทำให้ถูกยื่นถอดถอนออกจากตำแหน่งประธานาธิบดี เมื่อปี ค.ศ.1998
